Costs
Upgrades have some associated costs. The first is the upgrade itself. This price is contingent on the item's new ilvl and the amount of perks it receives, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The other is the cost of the materials needed to upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). The quantity of these items needed can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. It could take as long as 8 hours depending on the size of an upgrade. The upgraded item's base stats are calculated by using the new ilvl of the item bonuses, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, as well as other important stats.
