WoW Upgrades - The Item Upgrader

They are purchased by players through NPCs that sell upgrades to items in exchange for a variety of currencies, and can be found in random treasure lists. Once an upgrade has been purchased, it can be applied to any weapon, tool, or armor using an The button will display a preview of an item's next level of upgrade, if there are enough materials.
Upgrade costs vary depending on the slot of the item and the current level of the item upgrade. For example weapons are more expensive than bracers, or gloves. Each upgrade costs 15 Flightstones and a few crests, with some upgrades having a discount to reduce the cost of the Flightstones or crests used. Once an item is upgraded to a certain degree and is degraded, it can be sold and sold back to the upgrader for a lesser amount of both currencies.
